Report Fraud and Integrity Issues
Integrity is a core value at STC, and we are committed to being respectful, professional, honest, accountable, transparent and maintaining a positive working and learning environment for all. If you know of any integrity issues, including fraud, waste, abuse or any unethical conduct, you are responsible for reporting it.
What to Report
- Violations of STC Policies (including violations of local policies DH and DMAA).
- Violations of the Code of Conduct in the Student Handbook or Employee Handbook.
- Conflicts of interest.
- Financial and business integrity issues.
- Stealing or misusing money, supplies, tools or other STC assets.
- Theft, fraud or misuse of STC property or assets.
- Forgery or tampering with financial documents.
- Forgery or tampering with employee documents like timecards or benefit claims.
- Forgery or tampering with student records such as grades or transcripts.
- Accepting or asking for gifts or favors that could influence work decisions.
How to Report
Please report any of these issues to your supervisor, to the Executive Director of Human Resources (or to any HR Director), to the Department of Public Safety (campus police), or to the Internal Auditor.

FAQs
- What is Fraud?
False representation about a material fact. It is any intentional deception designed to unlawfully deprive the College of something of value, or to secure for an individual a benefit, privilege, allowance or consideration to which he or she is not entitled.
- What is Waste?
The extravagant, careless or needless expenditure of College funds, incurring of unnecessary expenses, mismanagement of college resources or property, or the consumption of College property that results from deficient practices, systems, controls or decisions. Most waste does not involve a violation of law; rather, waste relates primarily to mismanagement, inappropriate actions and inadequate oversight.
- What is Abuse?
Intentional, wrongful or improper use of College resources. Abuse can include the excessive or improper use of an employee's position in a manner other than its rightful or legal use. Abuse does not necessarily involve fraud or violation of laws.
- What is Unethical Behavior?
Involves actions that violate professional or community standards of conduct, even if they are not illegal. Example: dishonesty, discrimination or failing to report known misconduct.
- Can I make a report anonymously?
Reports may be submitted anonymously. To help us fully investigate your concern, please include as many details as possible. Please note that if you choose to remain anonymous, we will not be able to contact you for additional information or provide updates on the outcome.
- What if I’m not sure it’s fraud, waste, abuse or an unethical behavior?
It’s okay to report suspicions and matters that you may not be able to validate. Investigators will determine based on the findings.
- What details do I include with my report?
Provide as much detail as necessary so that appropriate action can be taken. This can include the following:
- Detailed information of the incident, such as names, dates, times, places, campus, department and individuals involved.
- Location of any available evidence (physical evidence or records).
- Names and telephone numbers of credible witnesses.
- Contact information, name, email, telephone or address.
- Supporting documentation.
- Will there be retaliation if I report?
Retaliation is strictly prohibited and is a violation of Policy DGBA (local) and Policy FFE (local).
- Can students and others report issues too?
Yes. All students, community members and employees are encouraged to report concerns impacting college integrity.
- Who is NAVEX?
NAVEX is an independent company providing anonymous reporting services for STC. This service is for those who do not feel comfortable discussing the issue within other STC channels. Providing your name is optional. NAVEX will relay your concerns to STC. Concerns are addressed by STC.
- How do I follow up on my report through NAVEX?
After you complete your report you will be assigned a unique Report Key. You will also be prompted to establish a password. Keep your Report Key and password in a safe place. After 5-6 business days use your Report Key and password to check your report for feedback or questions.
